How do we address our son's association with friends that has led him to bullying and trouble at school?

So our son and some "friends" were horseplaying with a boy at school and now are suspended for 3 days because one of the other boys touched the victim In an inappropriate place of his backside. Since my son was the one who initiated the whole thing by holding the boy and encouraging the others to "pants him", in other words pull down his pants- thankfully not underpants, we are very concerned about bullying. He know that the act escalated and sees now that it was wrong. These boys have all grown up in the same area and schools for years now and don't seem to realize that despite what we keep telling them.....school is for school. We are at a loss of how to even feel about all of this. I know it is all in Gods hands, but am terribly fearful for my son's future. This is not his true character and I hate that he is now labeled as a bully in today's society.
