A young woman should see a gynecologist when she needs the expertise of a gynecologist.
Generally, a pediatrician can prescribe birth control pills, check for sexually transmitted diseases, and they do not have to see a gynecologist. The recommendation is the first pap smear should be done at age 21. That's probably when a woman should have her first gyn visit.
