An adoption is an expensive proceeding and will require lots of money, typically.
There are resources that may be able to help you. Church communities have been known to help my clients adopt. There is adoption assistance through work that can help. There are tax credits that can help. The problem with the work-related reimbursements or the tax credit is, that they they help you after the fact. They can't help you when you need the money, but they will help you after the fact.
The tax credit is only available for people with a limited income, under a certain adjusted gross income. Most of my clients aren't eligible because they make more money than they would qualify for.
There may also be some state tax credits and also for low income people.
