How can you get your child to be more responsible? It starts when they are really young. You can't wait until they are young teens to teach them responsibility. My wife and I found that the best thing to do was to empower our children at a young age and involve them in simple house chores; clean your room, make your bed, help with the dishes. When you are cooking dinner, have them get up on a chair with you and mix the salad, put the ingredients in, participate in activities that they see you, as a parent, participating in everyday. Often, it's just easier to do it yourself, it's quicker, it's off your plate; but if you want to give them responsibility, you need to have them feel like they are responsible. The only way to do that is to let them participate in the things they see you do day in and day out. As they slowly do those things, they become empowered.
